Description Rate of shoplifting per 1,000 people. Police recorded crime data are supplied to the Office for National Statistics (ONS) by the Home Office. Shoplifting is defined as crimes where the offender has stolen property from a public area of a shop (as opposed to, for instance, the stock room) or a market stall, other than by employees. The rate was calculated using the previous year’s population mid-year estimate.
